"First of all then I urge that supplications, prayers, intercessions, thanksgivings be made for all people for Kings for all who are in high positions that we may lead a peaceful and quiet life Godly and dignified in every way this this entire process here of praying and Kings Act and are having peaceful and quiet life being Godly and dignified this is good it is pleasing in the sight of God our savior the reason it's pleasing to our Savior God is because the Savior God desires all people to be saved and this kind of peaceful quiet Godly dignified living situation makes for a greater spread of the gospel than if we were being troubled by mob rule or Anarchy or chaos or persecution that put every Christian in jail he desires all people to be saved and to come to a knowledge of the truth." [00:34:34]

"Now the issue we want to deal with here is how effective is this desire can God have levels of Desire some of which he carries all the way through to fulfillment and some of which he doesn't so he desires all people to be saved and I'm going to take all people literally here I'm not going to limit it to just groups of people he desires all people to be saved and come to a knowledge of the truth so father as we try to understand the nature of your desire for all to be saved and the fact that all are not saved grant us to understand how your own heart is functioning here and how you do save people and how you saved us I pray for this in jesus' name amen." [00:59:56]

"If God desires all people to be saved and all people are not saved then May may we say that another desire entered in that prevented this one by God's design not to be implemented now what would it be what competing desire might God have that would stop this desire in the case of some and I've I'm going to suggest two answers one God Desir s to save people by giving them ultimate or we could use the word decisive self-determination in other words the reason all people are not saved is because they use their self-determining power in a decisive way that blocks God's desire to save them and so what is Ultimate in the moment of conversion is human ultimate self-determination." [01:14:19]

"The other possibility of what comes in to hinder this desire from being fulfilled with all people is God desires to save people by free grace alone not depending and not depending on human self determination I'm going to abbreviate it now I think this one is the correct answer I don't think God functions this way but millions of people believe that millions of people believe that this teaches God desires all people to be saved and the only reason that they aren't is because they have the power of ultimate self-determination or decisive self-determination so that at the point of possible conversion they exercise this ultimate power to frustrate God's designs to save all people and so they at that moment are The Sovereign self-determining power in that particular decision I don't think that exists I don't think that's a reality I don't think it's taught in the Bible anywhere I think God's desire to save people according to free Sovereign Grace alone not depending on human self-determination is what hinders this desire." [01:18:08]

"God chose us in him before the foundation of the world that we should be holy and blameless before him he predestined us for adoption to himself as Sons through Jesus Christ according to the purpose of his will to the praise of his glorious Grace it's the glory of God's free Grace that he is pursuing in choosing us before the foundation of the world predestined us for sunship through Jesus Christ that's why all people are not saved ultimately he did not choose all to be saved John 6:37 all that the father gives me will come to me so the father gives certain people to the Son and the ones who come are the ones who are given whoever comes to me I will never cast out no one can come to me unless the father who sent me draws him so the father gives people to the son the father draws people to the son and those are the ones who come to Christ and are saved." [01:31:38]

"Revelation 138 all who dwell on Earth will worship the Beast everyone whose name is not been written before the foundation of the world in the Book of Life of the Lamb who is slain there's a book and it was there before the foundation of the world the name of the book is the book of life of the Lamb who is slain Christ's blood covers the sins of the people in that book everyone's name who's not in that book does not believe and worships the Beast second Timothy 1:9 he saved us and called us to a holy calling not because of our works but because of his own purpose and Grace Grace which he gave us in Christ Jesus before the ages began he saved us that's Christians because his own purpose and Grace was to give us grace before the foundation of the world that's electing Grace Saving Grace regenerating Grace was decreed for us before the foundation of the world." [01:39:23]

"Therefore I conclude it is not that God wants to give ultimate self-determination to people that keeps him from saving all people according to his desire rather it says in summary in Romans 9:15 God says to Moses I will have mercy on whom I have mercy I will have compassion on whom I have compassion so then it is not not of the one who Wills or the one who runs but of God who has Mercy whether we experience the saving mercy of God depends not ultimately on our self-determining will but on God now let's go to the decisive text in the pastorals because a person if they wanted to contradict the unity of the Bible might say well other places teach uh election but 1 Timothy and second Timothy and Titus they sure don't because it says God desires all people to be saved but here's 2 Timothy 2:24 and we're going to see the exact language of 1 Timothy 2:4." [01:44:59]

"The Lord's servant must not be quarrelsome but kind to everyone able to teach patiently enduring evil correcting his opponents with gentleness now what might be the effect of that kind of ministry God May perhaps grant them repentance so repentance here is a gift and it may or may not happen God doesn't Grant the gift to everybody leading to a knowledge of the truth now that phrase right there is exactly the phrase right here in our text in verse 4 of 1 Timothy 2 he desires all people to be saved and to come to a knowledge of the truth that's what God desires all people to experience and according to verse 25 of 2 Timothy 2 it says God May Grant repentance leading to a knowledge of the truth even though he desires all people to repent be saved and come to a knowledge of the truth he may or may not Grant it that's I think the decisive text to show that 1 Timothy 2:4 doesn't mean that man's ultimate self-determination is decisive in our conversion and salvation." [01:51:00]

"When we read in 1 Timothy 4 10 for example to this end we toil and strive because we have we have our hope set on the Living God who is the savior of all people especially of those who believe now we understand this is this salvation of all people he is the savior of all people is potentially there's nothing in God that is limited anybody who believes will be saved it is his desire and it is his offer we may freely offer to everyone God is the savior of the world anyone who believes will be saved because that will be the evidence that they are elect." [01:56:40]

"Conclusion acts 13:48 when the Gentiles heard this they began rejoicing and glorifying the word of the Lord and as many as were appointed to eternal life so that's election that's divine grace deciding who will be saved as many as were appointed to eternal life believed belief is a gift that God gives in a Accord with his appointment to eternal life in election therefore my conclusion when I ask the question so if God desires all people to be saved which he does in a real and profound way you may look anybody in the eye and say God is calling you to believe and he desires that you come you may say that that's true but something enters in and stops God's desire from being implemented in its full experiential saving sense it is not ultimate self-determination of human beings that's not taught in the Bible anywhere and all the texts that we've looked at here point in the other direction namely the Reason God doesn't follow through with the full exercise of his desire in all cases is because he desires always to be free in his grace and not dependent on any human self determination."
